Renowned energy expert Heloisa holds a Doctorate, Master's, and bachelor’s degrees in economics from UFRJ and a bachelor’s degree in law with a postgraduate degree in Public Law from UERJ. She was a visiting researcher at the University of Virginia Law School and a fellow of the Columbia Women's Leadership Program at Columbia University. She authorizes scientific articles and book chapters and is a professor and coordinator at both undergraduate and graduate levels.

Having served in various positions in the Brazilian Public Administration, Heloisa is a civil servant at the National Petroleum Agency—ANP. Between 2017 and 2019, she was responsible for conducting the ANP Bidding Rounds. Since May 2020, she has been the Director of Oil, Gas, and Biofuels Studies at the Energy Research Company.
